Depending upon assignment, qualifications may include, but are not limited to, the following:
Knowledge of:
• Local government laws, rules, policies, and procedures.
• Marketing
• Advanced theoretical and practical knowledge of psychometric principles, research, and test development and administration.
• Professional guidelines, standards, and principles applicable to the field of work. • Principles of management, supervision and budgeting.
• Advanced research methodology and statistical methods, analyses, and concepts.
• Proper English usage, spelling, grammar, and punctuation.
• Computer applications: word processing, spreadsheet, database, statistical analysis, presentation, and work with Excel, CorelDraw.
Ability to:
• Directly manage and supervise staff, and project teams.
• Plan and administer programs and projects.
• Research, interpret and apply statistical data and outcomes to make appropriate decisions.
• Deal tactfully and courteously with clients and the general staff.
• Establish and maintain effective working relationships.
• Communicate clearly and concisely, both orally and in writing.
• Present information to clients and professional groups.
• Work on multiple tasks and projects simultaneously in an organized manner.
• Independently prioritize, plan, organize, and complete work assignments.

Experience:
Must be good at team-work, experienced in foreign language teaching, and have taken parts at any presentations dedicated to foreign languages. Any language certificates and awards are welcomed.
